Die Staatskanzlei ist die Stabsstelle der Regierung und in einem Teil der Kantone auch des Parlamentes. Ihre Tätigkeit spielt sich im Hintergrund der Politik ab und entzieht sich weitgehend dem Blick der Öffentlichkeit. Ihre Stellung im Spannungsfeld von Regierung und Parlament, ihre Beratungs- und Unterstützungsfunktion für die Staatsleitungsorgane und ihre Nähe zu den Prozessen der politischen Willensbildung verschaffen der Staatskanzlei dennoch eine bedeutende Stellung im schweizerischen Staatsgefüge. Gegenstand der Studie ist die Untersuchung dieser besonderen Stellung der Staatskanzlei. Dazu wird anhand der Beispielkantone Appenzell Ausserrhoden, Bern und Zürich aufgezeigt, in welchem Verhältnis die Staatskanzlei zu Regierung und Parlament steht. Mittels ausgewählter Aufgaben der Staatskanzlei wird ihre Unterstützung- und Beratungsfunktion für die Regierung dargelegt. Gestützt auf diese Untersuchung werden für die Staatskanzlei Entwicklungsmöglichkeiten aufgezeigt, die zum Ziel haben, ihre Funktion als Führungsunterstützung zu optimieren und damit einen Beitrag zur Stärkung der politischen Führung durch Regierung und Parlament zu leisten. | |
| 520 | 3 | |a The term "state leadership" means the most senior leadership of the State. Primarily this role is entrusted to the government and the parliament. The exercise of state leadership happens through a closely coordinated cooperation between these two state leadership organisations, which is characterised by the concept of cooperative statesmanship. The State Chancellery is the administrative office of the government and in some of the Cantons also of the parliament. Its activities take place in the background of the political process and mostly out of public view. Its position in the field of tension between government and parliament, its advisory and supportive functions for the state leadership organisations and its proximity to the processes of political decision-making, clearly provide the State Chancellery with a significant position in the Swiss state structure. The investigation of the particular position of the State Chancellery is the subject of this study. Using, as examples, the Cantons Appenzell Ausserrhoden, Bern and Zurich, the relationship between the State Chancellery, the government and the parliament is described. By means of selected tasks, the advisory and supportive roles of the State Chancellery to the government is demonstrated. Based on this study development opportunities for the State Chancellery are identified, which aim to optimise its function as advisor and supporter and thus to contribute to the strengthening of political leadership of the government and parliament. | |

The term "state leadership" means the most senior leadership of the State. Primarily this role is entrusted to the government and the parliament.
